Comment Notifications going out to users not subscribed to Article or who never even commented on Article

Users are getting emails of comments on articles and they did not subscribe or even comment on the article. Changing the settings you provide do nothing to remedy this.

I will let you take a look into why this is doing this. I cannot have 144,000 people getting emails about comments they did not post on.
