When creating a new post the Tags are not showing for selection

Upgraded to the latest version 3.9.15188 and now when creating a new post the tags that have been created do not show and so cannot be selected for the post. I have checked the Tags create function and all the tags previously created are still there.

On old posts, the tags added are also showing on the frontpage but not in the post edit function.

Can anyone shed some light on this ?
