Version 1.3.1: address form on the edit profile page confusing

The thing is that in the edit profile form on the address fields. i first have to choose the country thats when the states for that country are going to be automatically listed. to my side i feel that instead the country to be the last one to be chosen it should be listed first on the address fields.

if i try to choose the state first it will give me all the list a states of all countries across the globe at once and when i select a state it will not automatically chose a country for that state on the country field, but if i select a country first thats when i will get the states of that country.

is it possible to change the form arrangement so that the country field be on top or its a bug that needs to be fixed?
