Verifying the account owner's email address on change

Hi,

Each time the registration email address associated with ES account is updated, the system must send an email notification to the previously-used email address alerting the user of this change and an email verification to the new email address to check the access rights to that email address.

* In this moment, i can create the account by using a good email address and then change it to, let's say office@stackideas.com , without problemes. With this email address I can pretend to be a SI stuff member.
