Users can't upload photos to album

Hello.
1) user created album (in group for example)
2) user press "upload photos" buttons
Result1: nothing happen.
3) user try to drag and drop photo
Result2: photo just open in this tab.

I also tried to disable "Compress Javascript Files" template option and clear cache on site and browser – no result.
