User can add video without video-file

Hello.
1) navigate to “all videos” section
2) press “add video” button
3) set title and description
4) set radio button to “upload video file”
5) do NOT chose video file
6) press “save / submit” button
Result: system redirect user to “all videos” section with message “video added successfully”. In backend we can see unpublished video.

Expected result: system should not publish video if there is no video file or link was chosen.
