Site Security

I am relatively new to Joomla! and totally new to Easy Discuss; in short, I don't know anything.

The site I am building will be restricted to approved users. If someone wants to submit their information for approval, I would like them to see a page that gives membership requirements and a contact point; it would also have a login/password "box" for regular users.

I've been unable to determine if this is a Joomla! function or something I set-up in Easy discuss. I've looked at the Easy Discuss documentation; it doesn't seem to touch on security.

So, the question boils down to: how do I achieve my goal. Is this a matter for:

a. Joomla!
b. A different extension
c. Easy Discuss

If this ball is in your court, how do I go about making this "front page". Please remember, I know nothing, so please use small words.
