Several blog for country or city

Sorry for my English, i'm italian user

hi, I would like to create a site for a NGO organization and would like to ask if it was possible to create several blogs depending on the country where there is an operational headquarters and set it to the user where only he can write articles (country = city )

I can not allow a user to write on the blog belong to another user
