Restrict user using memberships to view and don't post questions

Hi there,

Is some option using payplan memberships to restrict users just to search and view published answers but post no new questions? The scenario we need to achieve is to restrict users with a free membership just to view answer published in the forum and VIP user to publish new questions.

Please let me know i is some feature to achieve this scenario or maybe is a feature to develop.
