Remove users profiles photos by admin

Hello, some times new members use some commercial photo for their profiles (avatar) and we would like to remove them, on the front end i didnt find a tool to remove or change profiles photos, is it possible on back end or any where else ? i believe this is a must tool for users and content moderation
