Order Failed

Hi,

I'm new to Stack Ideas. I try to make an order but failed. I receive this when make n order;

"We regret that your payment or order could not be accepted. There are many reasons why this might occur. We value your business and would like to help you complete this order. Please contact us for assistance. "

I have try many times, using option of credit card and Paypal, but still failed.

Can you help me with this? (see attached file)
