Need "read more" to have access for public/guests

I am sorry if this has been discussed somewhere else, but I have tried to search and haven't found a solution.....

I desperately need to find the setting to allow visitors, guest, public access to "read more" from the articles..........
As it is now people can click "read more", but then they need to login as registered users to read full articles.
I need it to be so that NOT registered users can read the full articles without logging in. Only to create new articles do we need the user to have a registered account....

I have looked and looked but I cant seem to find WHERE the setting to allow "public read more" in the backend settings.........

Can anyone help?
