Menu Issues with Editing

I have noticed that while editing posts that sometime the top menu appears to be grey'd out but it is still active and intended for use. I also notice that when this happens the bottom options to save and apply are completely missing but I can click the option where the button should be if I can remember where the buttons are.

I am using Safari 8.0.8
