js errors keeping post updates from working.

updated to 5.1.9 and the 'save draft' and 'submit for approval' buttons spin but don't complete. i can create a new blog, but can not update an existing one.

checking the logs, i'm getting js errors on editing content:

getting this when loading the page initially:

Also, on maintenance->scripts, i get this php error (perhaps related?):
