JCE not working for registered users

I recently changed my Word Processor to JCE. I have had a terrible time getting it configured properly. It seems to be working properly when I log in as administrator. but my users are not so lucky. When they attempt to begin a new post or reply to an existing post they do not have access to the word processor. Instead of the tool bars, they have a blank text box. That was not the case with JCE,

I thought it might be a Joomla issue, so I contacted my ISP. Here is their response:

"Indeed the toolbar is not showing for the end user. I have checked both the server logs and the entries in the browser's console however there are no records of errors showing so I believe that this is not actually an issue caused by a misbehavior of the application or server".

I contacted you once earlier, and you suggested I change some settings. I made those changes, but they did not fix the problem. I have attached some screen shots that I hope you will find helpful.
