It appears any registered user can tag other users photos regardless of privacy settings.
The only privacy settings for tagging photos is My Friends, Only Me and Custom. But no matter how it is configured, anybody can tag anybody else's photos. I have Friends set as the default in the back end, and Only Me selected as one of the members. Then I sign in as a different member and start tagging away. The two test members are not even friends.
