Installation Stuck at "Copying Files"

Hello, I have tried with the launcher and the full package, but the installation just hangs forever on Copying Files. I have other Joomla sites on this server and have never run into anything like this before. I have checked and PHP settings meet the recommended StackIdeas requirements. Any idea what could be causing this?
