Install language packs localy

Hi All,

Again a question, How can I install a language pack on my local test site?
The test site installs the updates fine onto the site located on my nas server at home.
But now I am trying to get it install extra language packs it wont because of the url restriction.

If this is not possible any chance to sent me the de_DE language pack so I install it manually?
