How to inform customer about payment problems

Is there are any way to send notification to customer that there are payment problems for next payment for recurring subscription ?

I did payment by credit card with 3DSecure, so first payment was ok but second was refused as its not possible to enter 3D security code
I got system message about error but did not find way to inform about it customer by notification
