How do you set a group type as default in the group category editor?

I'd like to default to all groups being "Private" upon creation unless the user selects otherwise. Currently they default to "Open". I tried setting the Default Value to the number matching what shows up when I view the source on the page ("3" for Private group) but it doesn't work. Is there a way to do this without hacking currently?
