How do I post a collection of blogs in an article based on multiple tags?

I'm new to Joomla in combination with blogging. The school has a collection of bloggers who blog regularly of certain topics. I would like to combine this weeks blogs into a weekly newsletter and on the site I would like to create topic articles such as a certain class with relevant content and a selection of blogs based on preferably multiple tags (AND selection). I can only find something about category listing but nothing on tag listing.
