How do I load a CSS stylesheet in a User App?

Hi There!

I am looking at several user apps folder like komento, calendar, etc. all of them have styles > style.css file but I cannot find how the css file is being loaded. I've tried creating a styles folder with style.css file in it but no it not magically loaded so there must be a command to load the stylesheet.
