How can I turn on Files for Groups

Hi,

In my installation I have several groups set up. In some of them you can upload Files and some of them you can't. I can't seem to find why this is. I have two groups in the same category, with the category having the Filesharing turned on but in one of the groups you can't upload Files.

Is there a setting I'm missing somewhere? I'd like Files turned on for every group.
