Hashtag ought to use a better URL

Right now the path to a hashtag is: http://www.stackideas.com/community/dashboard/hashtag/hash-tag-name
This is a bit lengthy if you ask me. I believe it's important that we try to make it a bit simpler. Ideally it could be stackideas.com/hashtag/hash-name but I can settle for stackideas.com/community/hashtag/hashtag-name if that is preferred. I bring this up to make sure hashtags have a good starting.

The feature itself is working just fine!
