Events

Hello I had a question about the events. I wanted to make 2 different profile types but I wanted to limit the number of events that could be added. I see that in the user types I can limit the number of events but I wanted to know I limit a particular user type to say 3 events does this mean 3 events for ever ? Or 3 per month etc. I wanted 1 profile type to be able to add events unlinted but the other be able to add 3 events per month or every 3 months etc .
