Cron Job Set Up with Windows

Hello,

I was wondering if you can provide the script file (or where I need to go to find this file) to run an email notification (the actual php file). We are running on a windows server.

I was following these notes: https://www.drupal.org/node/31506 So I was wondering does installing EasyBlog, does that add the cron.php page automatically? Or where do I get this script file.
