Conversation participants are nt always notified

This may be related to my earlier ticket re subscriber notices...but:

The discussion module is working, People receive notice in the toolbar of there being a private message. Sometimes an email is sent to certain members and other times not to other members. Any idea why everyone is not notified everytime/anytime someone sends a private message?
