Content is empty, please enter some content

Not sure why this started happening but when a user enters data and clicks submit we are getting the error message: Content is empty, please enter some content. Even though we do have data entered and the user can enter in different categories.

For troubleshooting I removed all permissions from Category and ReAdded hoping it would fix the issue and no luck.

Any suggestions on what is going on.
