Confusion with "Publish" and "Not Publish"

Our users are getting confused when they are creating posts that are initially going to be 'unpublished' because the button at the top right indicates that they are going to publish the page, even though the dropdown menu indicates that it will be saved as 'unpublished' -- see the attached screenshot

This is not a problem where they don't' have authorization to publish, because then they get a "Send for Review" button

I was wondering if there was any way to change the button text to make it clearer (hmmmm .. I can think quite what the changed text would be though)
