Comments Box Not Showing

I'm sorry if I've missed something very obvious but I've been sitting here for ages reading through all the documentation. My comments box is not showing. I only have one blog in draft so far as I'm trying to get all settings right before I launch it. I've read through and checked all points on the article relating to this problem, but they box is still not showing up.
