Again an issue that was not present in the 3.x version prior to upgrade.
I cannot seem to give visitors the option to leave comments. The settings/comments/general section seems to be where this is controlled. I can turn on or off visitors seeing comments, but not allow them to make comments.
As a registered user or above they are there and seem to work.
