cannot alter indent - option grayed out

in the draft blog post, I cannot always alter <li> indent to the right.

The option grayed out when I select a set of bulleted items. - see image 1

When I select the 2nd or 3rd item, the indent right is available. - see image 2

changing the tags in any of the template css files have no effect.

I cannot see where it might be controlled in any of the EB css files
