cannot add new tags on the fly

I've set the settings GENERAL > WORKFLOW > POST > ALLOW USERS TO CREATE NEW TAGS but when I try to make a new post it won't allow any new tags, it just gives a drop down list of existing tags. If I try to add a new one it disappears when I click SUBMIT.
