Blocking doesn't work

We are getting complaints from our users that when they block someone, that person still appears to them such as even beeing offered in the "Friend suggestion" box and also they see when somebody they have blocked likes a friend's post etc. Really if the choose to block someone, then that person should 'vanish' from the site as far as what they see (other than perhaps a place to go that lists who they have blocked should they ever decide to un-block them.) How can we make blocking actually block people! Thanks.
