Attachments bar not appearing

Hi there,

I've just installed/set up Komento so that I can upload attachments within comments but the attachments toolbar isn't showing underneath the text editor...

I've followed the instructions here http://stackideas.com/docs/komento/administrators/settings/attachment except I'm not sure what this means:

"You will have to set attachment ACL for each usergroup accordingly as well."

Can you please advise how I do the above so I can get attachments working?
