Assign users as category moderators

The documentation shows that users can be added individually as moderators but this is no longer correct because the feature was removed. Currently the recommendation is to create an ACL group, add the user and then apply the appropriate permissions for the category. This is long-winded and open to error. Please restore the feature to specify individual users as moderators.
