Within Groups/Pages and replies that you should be able to mention other members of the group or other people who have commented on the thread whether you are friends or not.
Currently not being able to do so means it is difficult for people within groups particularly who are not already friends to converse with one another.
Admins should be able to tag anyone anywhere too, as it would make moderating sites easier.
