Allow Admin to save users profile without filling required fields [MOVED]

Hello.
Admin can’t save users profile if required fields not filled
Sometimes admin need to edit user profile in backend just to add extra user points or something like that.

But system as default doesn’t allow to save changes: it ask admin to fill missed fields (required) such as City, that was added after user registration.

So admin has to fabricate city and other data for other user.

Is it possible to make required fields not required in backend?
