Adding Tags to the photo not working probably!

Hi,

I was trying to add tags into the photo but I couldn't do that in right place within the photo... it seemed that it is not functioned!!
but when I hovered the mouse away from the photo the adding crosser appeared (please check the attached),

and the other thing is can I add names for the persons in the photo so any one viewing the photo can know who is there???
