This is about the following setting:
Setting: Backend-->ACL-->Registered-->Mark answered=yes/no
Description: Determines whether the user is allowed to select an answer for the discussion.
Issue: if I choose YES, any user can accept any reply as answer, eventhough he is not the owner of the post. (obviously, this is not desired behavior)
And if I choose NO, even the owner of the post can't accept a reply as answer.
Ideally, no other person, except the owner (or superuser, moderatr) shuold have this power.
