Access to the public to view the forum

Hello, the installation went well and everything seems to be working fine. I have only this question which is that I want the public to have access to the forum, but I go to the forum menu without having logged in, it tells me that there are no debates.

If you are logged in, you can already see the discussions

I want the public to see the forum, but to comment, you have to register.

I have already seen the permissions issues, even on the main menu, but I am not finding the reason for this happening.
