System Environment issue

Hi,

When I set the System Environment on the configuration page to "static" it should load just one JS file, according to the description, but it's not, it loads two files.

	<script src="http://localhost/joom/media/com_komento/config/e0b645244c1d56842a5a651501671c8c.js" type="text/javascript"></script>

Another question, why these file are dynamic (new one for each page) when the setting are the same for the whole site?
