Most of the time users are banned due to abusing or spamming the system. If you want to show the stream items of ban users, you are also effectively showing these past activities, if they exist.

For the case of videos/photos etc, they are easier to detect which the admin can delete right away. Their stream items on the other hand are less noticeable so the moderators can overlook them.

For your case, I would suggest you to unban the user to make those stream items visible. If you want to prevent the user from accessing the account or change the password, as an admin, you can modify the user's email/password.

Oh. Yes, I make like this for some users. But usually we need to block user temporary in few days, weeks as punishment for something.

Yes that is alright. If the ban is temporary, your users will be able to view the stream items on timeline when the user is unban. In the meantime, the stream item is still accessible from notifications, just that its not visible on the timeline.
