Can you check whether your existing ACL rules have this 'create New tag' from your Backend > EasyDiscuss > ACL > Registered Users > Tags ?

If don't have, can you run this following SQL query into your database and see how it goes.

// Replace #__ to your table prefix

INSERT INTO `#__discuss_acl` (`id`, `group`, `action`, `default`, `description`, `published`, `ordering`, `public`) VALUES

(34, 'tags', 'create_tag', 1, 'COM_ED_ACL_OPTION_CREATE_TAG', 1, 0, 0);
