It seems that you need to enabled your billing in order to further use those location APIs as you can refer here https://stackideas.com/docs/easysocial/administrators/configuration/location-services-settings

It would be best if you can enabled them first and see if everything works as it should or not. If still persisted, would be best if you can provide us with your Google Locations access so that we can further check this issues.
