yes, we're just rebuilding a new page from scratch. And we must migrate all users and all Blog and Forum entries.

You can use one of extension in here --> https://extensions.joomla.org/category/migration-a-conversion/users-import-a-export/ in order to migrate your user. But i cant recommend you which extension are good and better to use in order to migrate your user.
