I created a new page and when logged in as the page creator I am able to create events for the page.

I then created a second user and made that user a page administrator, however when logged in as the administrator I am unable to create events for the page.

Is there a setting that will allow administrators of a page to create events for the page?

To allow the administrator to create an event under the page, you need to go to backend Easysocial Pages >> Page form Builder, here in page work flow you need to add the custom field "Create event" and after adding this remember to edit and check the admin. see attached screenshot.
