I've checked the code, it seems like that is intended behavior and I think we do it this way is probably because those featured photo already show the large image size so it do not need to render the pop up but how about those user want to comment or like this specific photo?

By the way, you can modify this file JoomlaFolder/components/com_easysocial/themes/wireframe/photos/albums/default.php and refer at my attached screenshot below which line code need to remove.

And I will consult with our developer regarding this and see what is the reason behind we do it this way.

Just for your information, I already consult with our developer regarding this, it seems that is bug, we will include the fix in Easysocial 3.1 stable version.
