Yes, that is right, you can read more this documentation how to add the custom language translation into Joomla language override section, so it will not get removed when you update to next new version in the future.

because its very nice with the language system download, but little pity, if some small plugins or modules, must translate self.

Unfortunately, our German translations group is currently full, therefore i have only approved your Hebrew translations application.
