I don't believe there's any notable reason.

Also cant seem to work out how to re-arrange photos. I see it has been requested for awhile. Seems like a necessary function. Am I missing something?

The only way to change the ordering of photos in photos listing is with the following setting. No way to custom arrange photos ordering.
Settings>Photos>Layout>Photo ordering

Your support is Awesome, but your product are NOT new.
This has been requested often.
Why is this not a feature?

Our plan is to use SI as the core of everything a Custom Ap.
We have been with you for many years, and love the product.

But I have to say, that there are many "basic features" that have been requested over the years, that still have not been implemented.

We want to rely on Stack Ideas as our core systems.
But not implementing these basic things that your members have been asking for years...
A BIG RED Flag.
Are you doing the best you can to produce the best product, or decided more $ can be made with the base product and extra income from your members for custom work..

Unfortunately we are not able to fulfill all feature requests due to priorities and various other factors/circumstances. That's why only a handful were selected on major releases.
Only thing that you can do is post your feature requests in the designated section or vote on the current ones that you want.
